Stockport Metropolitan Borough Council

Services provided: A fully outsourced solution for 300 vehicles, including management and running of the authority’s maintenance facilities and TUPE transfer of staff.

Stockport signed a ground breaking 10-year fully outsourced contract with TransLinc in 2001 and both parties have been working together to upgrade the fleet and its maintenance facilities.

During the contract, we completely reviewed the authority’s fleet to meet Stockport’s aim of making all of its vehicles more ‘environmentally friendly’. This has included supplying a fleet of LPG Ford Transits and the move to run all commercial vehicles on cleaner City diesel. For the future natural gas and Bio Diesel is also being considered to further reduce emissions. The current fleet includes a diverse range of vehicles, including light commercials, passenger vehicles, street cleansing equipment, street lighting platforms, 4x4s, tractors and grounds maintenance equipment. More recently, as the authority has taken waste management in-house, we have specified and supplied 21 refuse collection vehicles within a six month period.

As part of the outsourcing contract, we inherited the previous maintenance facility run by Stockport and have replaced it with new 28,000 square foot workshop facilities, including new equipment. 15 staff were transferred to TransLinc under the latest TUPE legislation and an out of hours maintenance service is in operation to ensure the authority works on a high vehicle availability ratio.

These facilities have been extended to include MOT, taxi and permit testing and an extra warehouse facility has been refurbished for Stockport to house its fleet of social services vehicles.
